Prime Minister Hailemariam Desalegn went discreetly to Sitti Province in the Somali National Regional State (SNRS) on 14 October to reassure the local authorities that he would maintain Liyu Police in place. In September the PM had wanted to have this force dissolved (ION 1412), but he was finally swayed by the arguments of SNRS President Abdi Mahamud Omar aka Abdi Ilay. The latter has continually tried to persuade Addis Ababa of the importance of this police not only to fight the Ogaden National Liberation Front (ONLF) but also Al-Shabab. Hailemariam Desalegn consequently heaped praise on the Liyu Police, which is under the command of an Abdi Ilay loyalist, General Abdirahman Abdillahi Burale aka Abdirahman Labagole. Meanwhile, over 1,000 new recruits are currently undergoing training to join the force.

This turnaround comes days before the date for the signature of the peace agreement in Oslo on 24 October between the historical leader of the ONLF, Mohammad Omar Osman, and Dawud Ibsa, leader of the Oromo Liberation Front (OLF, armed opposition) to create a regional opposition coalition, Peoples Alliance for Freedom and Democracy (PAFD). This five-sided coalition wants to question the ethnic federalism that is the very pillar of the unity of the Ethiopian regime. In maintaining the Liyu Police, the central government will fight against this coalition and demonstrate its control over a region they are trying to develop. General Abraham Woldemariam Genezebu, head ofEastern Defence Command, is keen to create a new school. The prime minister also promised to speed up the work on modernising the road linking Harar and Dire Dawa in Addis Ababa and to develop the Gode Sugar Factory and also the Hamaro hydro-electric dam.

  3. Personally, H/ Desalegn is a humble person.

    The problem is that he is in a wrong house. i.e. Like many other people, including several Oromos, he is TPLF’s domestic and thus depends on the Tigrai liberator TAGAYOCH.
    No wonder from the beginning he was appointed to his fake PM post by the defunct M. Zenawi himself.
    When Meles passed away, Haile was set on a chair like a toy by tplf to deceive the Ethiopian people, as if there were changes in political leadership. The tplf was playing him as a mere pawn.
    At a time when a British journalists interrogated him, what he would change in his capacity as a new prime minister, he answer was /
    “Nothing, I will not change anything. Nothing….”
    The journalist well amused, burst into laughter.

    The position of the fake-PM Desalegn is nothing more than ‘the cat and mouse game.’ It does not solve the country’s political deadlock caused tplf’s military, economic and political power monopoly.
    To be really a credible Ethiopian PM, Haile should do (he can’t of course) the following:
    – Disband the tplf TAGAYOCH from the army, police, security and form all-inclusive national institutions.
    – The tplf loyalists Tagay Samora Yenus must go in retirement.
    – Tplf must refrain from looting other nations resources and including land grabbing immediately now.
    – Tplf must change its politics of SOLVING Ethiopian political crisis by using police and military forces. In the long term it will not work. It shall bring the country to unprecedented catastrophe.

It is not only “maintaining Liyu Police in place” in Somali region, but also keeping practically everything in place in all regions what was engineered 25 years ago by woyanes/TPLF, including, but not limited to “fake federalism”, “fake home rule”, “fake justice system”, “fake ethnic equality”, “true apartheid system”, “fake economic development”, etc, etc.

    Hailemariam Desalegn is the ugly face of woyanes/TPLF. What is behind that ugly face is always the real woyanes/TPLF. I think we all know that well. Our problem is how to change that ugly face and the stuff behind that ugly face to the favor/interest of the Ethiopian people.
